    Dr. Norbert J. Delatte, Jr., P.E., is a Professor in the School of Civil and Environmental Engineering at Oklahoma State University.  He was previously the M.R. Lohmann Endowed Professor of Engineering and the Head of the School.   He was also a Fulbright Scholar in Naples, Italy, in Structural Engineering, at the University of Naples Federico II, January – June 2025 under a Fulbright grant in the Fondazione CON IL SUD Teaching/Research category.  


    Formerly, he was the Professor and Chair of the Department of Civil and Environmental Engineering at Cleveland State University. He also served on the faculty of the University of Alabama at Birmingham and the United States Military Academy, West Point, New York. He received his B.S. in Civil Engineering from The Citadel in 1984, a Master's Degree in Civil Engineering from The Massachusetts Institute of Technology in 1986, and a Ph.D. in Civil Engineering from The University of Texas at Austin in 1996.
    Dr. Delatte has served as an ABET Program Evaluator since 2010 and a Commissioner for the ABET Engineering Accreditation Commission (EAC) (2016-2021 term). He was elected for a three-year term on the EAC Executive Committee as a Member-at-Large 2022-2025.   Member of the EAC Criteria Committee 2017 – 2025.  Vice chair of the EAC Criteria Committee 2023 – 2024, Chair of the EAC Criteria Committee 2024 – 2025.
    He was formerly the Chair of the Executive Committee of the American Society of Civil Engineers Technical Council on Forensic Engineering, since renamed the Forensic Engineering Division.
    He was the Chair of TRB Committee AFN20 Properties of Concrete and AKM60 Properties of Concrete and Constituent Materials (2016 - 2021).
    He is the Chair of ACI Committee 522 Pervious Concrete as well as the former Chair of ACI Committee 325 Concrete Pavements and of Committee 327 Roller Compacted Concrete Pavements and of ACI S803 Faculty Network, Secretary of ACI 522 Pervious Concrete, and a member of several other ACI Committees.
    Dr. Delatte is the author of Beyond Failure: Forensic Case Studies for Civil Engineers (ASCE Press, 2009) and Concrete Pavement Design, Construction, and Performance, 2nd Edition (Taylor and Francis, 2014).
    In addition, he is the Editor of ASCE's Journal of Performance of Constructed Facilities. Dr. Delatte is a registered professional engineer in the States of Oklahoma, Ohio, and Alabama, and in the Commonwealth of Virginia.
    He served for eleven years in the United States Army as an officer in the Corps of Engineers, including two years of service in the Republic of Korea, wartime service in the Arabian Peninsula during Operation Desert Storm, and command of an engineer company during Hurricane Andrew relief operations in southern Florida. He taught as an Assistant Professor at the United States Military Academy at West Point, New York during the 1996-1997 academic year.

    Bio

    Dr. Hugo Oswaldo Ferrer Toledo is a civil and structural engineer with deep expertise in earthquake engineering, structural vulnerability, and seismic risk assessment. He holds a Ph.D. in Earth Sciences from the National Autonomous University of Mexico (UNAM), and master’s and bachelor’s degrees in structural engineering from UPAEP.

    Currently, Dr. Ferrer serves as Professor of Professional Practice and Interim Director of the Endeavor Laboratory at Oklahoma State University’s College of Engineering, Architecture, and Technology (CEAT). Over more than 25 years in higher education, he has served as Dean of the College of Engineering at UPAEP, where he led academic, strategic, and infrastructure growth across multiple engineering disciplines—including civil, mechanical, electrical, electronics, industrial, bionics, mechatronics, and automotive engineering. Under his leadership, UPAEP launched groundbreaking programs such as Biotechnology and Aerospace Engineering, significantly increased enrollment, and built state-of-the-art engineering and veterinary laboratories.

    As Dean, he was instrumental in establishing the university’s Aerospace Engineering program and laboratory platform that enabled AztechSat-1—the first CubeSat designed and built by a Mexican university, successfully deployed from the International Space Station in collaboration with NASA—positioning UPAEP as a leader in aerospace education and innovation in Latin America.

    Dr. Ferrer also directed UPAEP’s seismic instrumentation network, overseeing the design, installation, and management of accelerometric stations whose data became foundational for seismic risk studies and informed state civil protection planning. Parallel to his academic roles, he is the founder of IIDENA (Ingeniería e Innovación en Desastres Naturales), a consulting firm specialized in structural safety, geotechnical assessments, and disaster risk mitigation, through which he has led numerous projects across the public and private sectors.

    Throughout his career, Dr. Ferrer has served as an ABET and CACEI evaluator, contributed to national technical commissions reviewing Mexico’s seismic design codes, and supervised dozens of undergraduate and graduate theses. His consulting, teaching, and research span civil, structural, geotechnical, seismic, and materials engineering, as well as educational innovation in engineering mechanics and laboratory instruction.

     

    Research Interests

    Dr. Ferrer’s research integrates geotechnical and structural engineering with disaster risk reduction to enhance seismic safety and urban resilience. His primary interests include:

    • Earthquake engineering and seismic hazard analysis
    • Seismic microzonation, site effects, and local amplification studies
    • Structural vulnerability assessment of historical and critical infrastructure
    • Dynamic soil characterization and soil-structure interaction
    • GIS-based risk mapping and multivariate statistical modeling
    • Innovation in engineering education, especially in mechanics, statics, and materials science

    He actively seeks interdisciplinary and international collaborations that promote seismic risk mitigation, resilient urban development, and transformative learning experiences.

    Bio

After his graduation, Jorge worked as a Postdoctoral Research Associate at the South Dakota School of Mines and Technology in a project focused on waste-to-energy. In 2017, he joined the University of New Mexico as a Postdoctoral Research Associate and continued working as a Research Assistant Professor there until the summer of 2020. He accepted an Assistant Professor position at Oklahoma State University in the Fall of 2020.

    The Gonzalez-Estrella Environmental Engineering (GE3) research group focuses on fate, reactivity, and effect of emergent and persistent contaminants on engineered and natural water systems and terrestrial ecosystems. His research group investigates biological and physicochemical mechanisms driving degradation processes, mobility, and effects of contaminants on water and soil. Dr. Gonzalez's group aims to bridge mechanistic laboratory-based work and community environmental health to understand potential exposure pathways and develop transformative technologies.

    Dr. Maha Kenawy is an Assistant Professor in Civil and Environmental Engineering at Oklahoma State University. She specializes in seismic hazard and risk assessment, performance-based earthquake engineering, and nonlinear analysis of structures subjected to extreme events. She develops analytical frameworks for assessing the vulnerability of different types of civil structures subjected to natural and man-made hazards. Prior to joining OSU, Dr. Kenawy worked as a consultant in the Buildings and Structures practice at Exponent, Inc. She also previously worked as postdoctoral scholar at the University of Nevada, Reno where she led research efforts on assessing the regional-scale impacts of earthquakes on reinforced concrete building structures using physics-based earthquake fault rupture simulations and high-performance computing. Dr. Kenawy holds a Ph.D. in Civil and Environmental Engineering from the University of California, Davis, and a M.Sc. and B.Sc. in Construction Engineering from the American University in Cairo, Egypt. She is the recipient of several awards including the ASCE O.H. Ammann Research Award in Structural Engineering, the Earthquake Engineering Research Institute (EERI) Younger Member Award, and the NSF NHERI Summer Institute Grant for early-career researchers in natural hazard risk reduction.

    Research Interests:

    My research focuses on identifying and quantifying the nonstationary vulnerabilities of the built environment to natural hazards characterized by large uncertainties, using novel simulation methods and high-performance computing technologies. My work primarily centers on predicting the performance of civil infrastructure systems, including buildings, bridges, and lifelines, and extends to studying the direct interactions of those systems with the uncertainties of seismic hazard, the non-stationarity of climate-driven hazards, and the consequent social vulnerabilities.

    Dr. Perez's research spans hydroclimate extremes, process-based modeling of hydrologic processes, extreme event statistics, hydro-geomorphological analysis, and flood risk management. His expertise includes high-performance computing, hydroclimate impact assessment, flood frequency analysis, remote sensing, machine learning, groundwater modeling, and hyporheic exchange modeling. Before joining OSU, Dr. Perez worked as a postdoctoral researcher at Oak Ridge National Laboratory & Climate Change Science Institute. Prior to that, he was a postdoctoral researcher at Vanderbilt University. He received his Ph.D. in Hydraulics and Water Resources from the University of Iowa, an M.S. in Water Resources Engineering, and a B.S. in Civil Engineering from the National University of Colombia at Medellin.

    Dr. Perez's research spans hydroclimate extremes, process-based modeling of hydrologic processes, extreme event statistics, hydro-geomorphological analysis, and flood risk management. His expertise includes high-performance computing, hydroclimate impact assessment, flood frequency analysis, remote sensing, machine learning, groundwater modeling, and hyporheic exchange modeling. Before joining OSU, Dr. Perez worked as a postdoctoral researcher at Oak Ridge National Laboratory & Climate Change Science Institute.     Dr. Jaime Schussler joined the School of Civil and Environmental Engineering at Oklahoma State University as an assistant professor in August 2022. Prior to her appointment at OSU, she received her doctorate in civil engineering from Auburn University (AL). Her research focuses on stormwater management, specializing in erosion and sediment control. Her work aims to find implementable solutions to manage increased stormwater runoff and sediment loads from construction, urban, agricultural, and reclamation sites.
